Functions of the Council
The Council takes decisions with regard to its needs
through consensus arrived by way of dialogue and debate between the government
group and the opposition similar to parliamentary traditions. Functions
of the Provincial Council can be summarized as follows,

Adoption of Laws and
Statutes relating to administrative needs required for fulfilment
of various needs of the province in respect of subjects devolved
vide the constitution |
ii. |
To debate and adopt the annual financial statement of the Provincial Council relating to the financial control of the province. |
iii. |
To arrive at decisions to debate after submission of motions and suggestions required for various needs of the province and its administration. |
iv. |
To question the items in respect of the subjects devolved to the Ministers regarding the manner in which the executive power of the province is implemented. To draw attention to take necessary steps in respect of functions coming under purview of the Ministers |

To discuss the draft statutes submitted to the Parliament
in respect of subjects devolved to the Provincial Council and those
included in the concurrent list and implement decision to the President
and Parliament. |

To act as an assembly of discussions of the representatives
to whom power has been delegated by the public for taking of decision
in respect of various functions of the province generally in conformity
with the national policy. |
Legal directions and limitations as to how the performing
of the above functions are indicated in the 13th Amendment in the Constitution
and Provincial Council Act No. 42 of 97 is included in the manual of rules
of procedure passed by the Council.
