In accordance with the policy of developing powers of the Government of Sri Lanka the Provincial Council of the Western Province was one of the 8 Provincial Councils of Island that was established in terms of the 13^th Amendment to the Constitution of the Democratic Socialist Republic of Sri Lanka and the provisions of the Provincial Councils Act No. 42 of 1987, The Provincial Council encompasses the administrative districts of Colombo, Gampaha and Kalutara and included 45 Local Authority Institutions covering an area of 3684 square Km and a population of 5,622,274 which comprised of 84.2 % Sinhalese, 7.2 %Tamils, and 7.1% Muslims and the rest belonging to other races. The administrative and commercial capital city of Sri Lanka and important institutions including the International Air Port are located in this Province.  It is a unique Province which has highly developed urban areas as well as very difficult rural areas with broad economic and social disparities.
