Mission
Implementation and performing of executive powers and functions vested in the Governor under section 154 C of the constitiution and Provincial Council Act No 42 of 1987
Objectives and Functions
The main objectives and functions of the Governor are as follows;
Execution of executive power concerning of the Provision of statutes on matters relating to the Provincial Council, execution of executive powers relating to the administration of Financial control and policy direction in respect of the Provincial Council fund and execution of statutory functions in relation to the proper administration of the all matters connected to the Provincial Public Service and in the exercise of the powers vested in terms of the 13th amendment to the constitution of Sri Lanka and the Provincial Council Act. Acting as the Director Establishment / Public Administration, Director in connection with the Provincial Public Service, according to the Circular of the Secretary to the Ministry of Provincial Councils No. PC/DP/09 dated 06.06.1990.
We are bound to perform the following services
- Appointments by the Provincial Council Board of Ministers
- Appointment of Secretaries of Provincial Council Ministries, Deputy Chief Secretaries and Heads of Departments
- Appointment and Removal of the Chairman and Members of the Western Provincial Public Service Commission
- Summoning and Adjourning of the sessions of the Provincial Council
- Recommending of the Annual Finance Statement
- Approval of the Annual Finance Statement
- Recommending of the Supplementary Estimates
- Approval of the Supplementary Estimates after the approval of the Provincial Council
- Submission and recommending of the Charters relevant to the Province
- Approval of Charters after receiving the sanction of the Provincial Council
- Detailing, transferring and releasing of officers in the all island services
- Re-employing of retired officers on contract basis
- Approval of acting appointments and the payment of remunerations of officers in the all island services
- Prepartation of summoning minutes of meeting of Provincial Security Committees and Reviews of Progress
- Meeting held with the Board of Ministers of the Provincial Council
- Meetings held with the Ministry Secretaries, Deputy Chief Secretaries of the Provincial Council
- Matters connected with proper foreign tours
- Matters connected with the extending of the services of Staff Officers
- Matters connected with foreign aid projects
- Decisions of the Honorable Governor as the Director of Establishment regarding the services of all officers of the Provincial public Service and the Institutional employees
- Obtaining approval of the Honorable Governor to make applicable the circulars
- Decisions made regarding appeals against disciplinary orders against officers of the Western Province Public Service
- Action regarding all letters / petitions received from all Ministries and Department / Institutions of the Provincial Council
- Action regarding demands of trade unions
- Matters connected with special developments projects
- Take future action regarding press reports related to the Western Province
- Granting of approval for holiday pay of the Staff Officers
- Granting of approval for all new recruitments / appointments
- Approval of schemes of recruitments and service minutes
- Granting approval for allowance fees and the payments of extra remuneration
- Taking action regarding the requests of the Provincial Council Ministers and the Chairman
- Maintaining of personal files of the Secretaries of the Provincial Council / Deputy Chief Secretaries / Heads of Department
- Feed back regarding audit queries related to Ministries, Departments, Institutions of the Western Provincial Council
- Calling investigation reports regarding corruptions and other complaints
- Taking action regarding audit queries related to the Governor's Secretariat
- Taking action regarding the reports sent by the President Investigation Unit
- Feed back activites regarding political victimization
- Activities connected with the governor conference
