45 Local Authorities were clustered to form 7 Waste Management Zones centering 6 Municipal Councils namely, Colombo, Kotte, Dehiwala, Moratuwa, Negambo, Gampaha and Kalutara Urban Council, to have a participatory approach to solve the waste problem in the Province.

An Advisory Committee was appointed under the chairmanship of Hon Chief Minister of the Western Province to advise and Guide the Authority to implement the zonal approach in the Province. Rest of the members in the Advisory Committee are opposition leader of the Province, representatives from the governing and opposition political parties, Mayors of Municipal Council, Chairman of the Kalutara Urban Council, Commissioner, Department of Local Government, Secretary to the Chief Minister and the Director of WMA.

A step has been taken to strengthen the legal structure in Waste Management in the Province by way of amending the Statute and introduce rules/by-laws to curb the bad practices of waste management .
